ब्लॉगर, स्वतंत्र वेबसाइट संचालक की पत्रकारिता को मान्यता मिले ?

भारत सरकार और राज्य सरकारें पत्रकारों को मान्यता देती हैं जिससे कि उन्हें खबरों के संकलन में सहूलियत हो सके। पहले प्रिंट मीडिया और बाद में इलेक्ट्रॉनिक मीडिया (टीवी, रेडियो) के लिए ये गाइडलाइंस तैयार हुईँ और उसी के आधार पर सरकारें पत्रकारों से मान्यता देती हैं। इस मान्यता से उन्हें खबरों के संकलन के लिए सरकारी प्रेस कांफ्रेंस और मंत्रालयों में बिना किसी अड़चन के प्रवेश करने की इजाजत होती है। साथ रेलवे की ओर से मान्यता प्राप्त पत्रकारों को किराए में भी आधी छूट मिल जाती है। साथ ही राज्य की बसों में भी काफी छूट मिलती है। इस बार भोपाल की मीडिया चौपाल में ये विषय आया कि कैसे ब्लॉगरों, स्वतंत्र वेबसंचालकों को सरकारी मान्यता मिल सकती है। इस बारे में आए सारे सुझावों को संकलित करके इसकी विस्तृत रूपरेखा अनिल सौमित्र तैयार करके आगे बढ़ाएंगे। इसे रखते हुए मैंने इसी बात से शुरुआत की कि जैसे मैं अभी एक टीवी चैनल में हूं और ब्लॉगिंग भी करता हूं तो मुझे ब्लॉगर के नाते सरकारी मान्यता का हकदार नहीं होना चाहिए। ऐसे ही सुझावों में ये भी भी सुझाव आया कि सरकार ब्लॉगरों, स्वतंत्र वेबसंचालकों या कहें नागरिक मीडिया के पत्रकारों को मान्यता देने के लिए अलग गाइडलाइंस तैयार करे। ये इसलिए कि सभी प्रिंट टीवी के समूहों की वेबसाइट है और अभी जो सरकारी नियम हैं उसमें सिर्फ वही फिट होते हैं। ऑनलाइन मीडिया के लिए प्रेस इंफॉर्मेशन ब्यूरो ने जो शर्तें तय की हैं वो स्वतंत्र ब्लॉगरों, नागरिक मीडिया के पत्रकारों के लिए लगभग न पूरी कर सकने वाली शर्तें हैं। वो चाहे रेवेन्यू की हो या फिर दूसरी कई शर्तें। अभी ऑनलाइन मीडिया को लेकर सरकार भी साफ नहीं है। इसका अंदाजा इसी से लगता है कि अभी तक शर्तें पूरी कर लेने वाले ऑनलाइन मीडिया के कितने पत्रकारों को सरकारी मान्यता मिलेगी ये भी साफ नहीं है। PIB की वेबसाइट पर लिखा है गाइडलाइंस अंडर प्रॉसेस। PIB वेबसाइट पर ऑनलाइन मीडिया के लिए जो अभी तय शर्तें हैं वो चिपका रहा हूं।

Online Media
1) The general terms and conditions prescribed for the representatives of print and visual media will also be applicable in case of online editors, correspondents, camerapersons .

2) A news site / portal means a website which has at least 1/3rd of its visible content related to news & current affairs originally reported by its own correspondents.

3) The publications on behalf of which accreditation has already been given will accommodate their online journalists within their existing quota.

4) The site should have paid subscribers. However, it should not be insisted on the subscribers right now but some preference will be given to the news sites having subscribers.

5) Online news agencies will be governed as per the existing rules prescribed for news
Agencies

6) The site should have a minimum annual revenue of either Rs.20 lakhs from its
news portions only OR Rs.2.5 crores from the entire website including its news
portion.

7) The site should be updated regularly and at least 6 times daily.

8) The news portal should be observing the laws of the land in terms of content, service, promotions, finances and any other aspect of functioning.

9) The news site should have been functioning for at least one year.

10) The domain name of the site should be registered for at least the next 5 years
from the date of application.

11) The site should have at least 10,000 page views per day of its news-portion.

12) The issue of determining the authenticity of the site may be decided in consultation
with VSNL in case of any doubt.

13) In the event of a website/portal found involved in any activity perceived as
cyber crime now or in future, all acreditations given to representatives of
that website/portal will be withdrawn at the discretion of the Pr.DG(M&C).
